Key Responsibilities
QHSE Management
• Support the implementation, maintenance and continual improvement of QHSE requirements within transport operations.
• Ensure transport activities comply with applicable legislation, customer requirements and approved QHSE procedures.
• Maintain transport-specific procedures, checklists, risk assessments, safe work practices and QHSE improvement plans.
• Monitor QHSE actions and provide regular progress reports to management.
• Participate in management meetings, QHSE reviews and safety committees.

Road Safety & Fleet Compliance
• Verify that vehicles are appropriately licensed, roadworthy and maintained.
• Monitor vehicle inspections, defect reporting, maintenance controls, tyre condition, load security and vehicle safety equipment.
• Monitor driver compliance relating to licences, PrDP, medicals, training and competency.
• Monitor driver behaviour, speeding, harsh braking, fatigue indicators and other fleet safety data.
• Recommend corrective actions where required.
• Promote defensive driving, journey management, fatigue management, driver wellness and road-risk reduction initiatives.

Dangerous Goods
• Monitor compliance with applicable Dangerous Goods transport legislation, regulations and standards.
• Monitor requirements relating to dangerous goods vehicles, drivers, documentation, placarding, packaging, segregation and emergency equipment.
• Verify that personnel involved in Dangerous Goods transport have the required training and competency.
• Participate in Dangerous Goods incident prevention, emergency response planning, drills and investigations.
• Maintain working knowledge of the National Road Traffic Act and applicable Dangerous Goods Regulations.

Audits, Legal & Customer Compliance
• Support preparation for and participation in SQAS, customer, internal and external QHSE audits and assessments.
• Monitor transport compliance against relevant SQAS requirements.
• Maintain awareness of the National Road Traffic Act, Road Traffic Regulations, Dangerous Goods Regulations, Occupational Health and Safety requirements and other applicable legislation.
• Track audit findings, non-conformances and corrective actions through to effective closure.
• Support customer and tender requirements relating to transport QHSE compliance.

Risk Assessments & Inspections
• Conduct transport risk assessments, Job Safety Analyses and task-specific assessments.
• Conduct scheduled and ad-hoc QHSE inspections at depots, yards, vehicles, loading and unloading areas and driver facilities.
• Identify unsafe conditions, unsafe acts, legal gaps and system weaknesses.
• Ensure corrective actions are implemented.
• Escalate or recommend the stopping of unsafe activities where an immediate risk to people, property, the environment or customers is identified.

Incident Management
• Ensure transport incidents, accidents, near misses, environmental events and other QHSE events are appropriately reported.
• Participate in investigations and root-cause analysis.
• Develop corrective and preventative actions.
• Monitor incident trends and recommend interventions to reduce recurring incidents.
• Support emergency response plans, drills and emergency preparedness.

Driver Training & Competency
• Identify QHSE training requirements for drivers and transport employees.
• Support training relating to:• Defensive driving
• Fatigue management
• Load securing
• Dangerous Goods
• Emergency response
• Transport safety

• Conduct or facilitate toolbox talks, safety briefings, safety stand-downs and QHSE awareness campaigns.
• Monitor training completion and competency records.

Contractor & Subcontractor Management
• Support the qualification, onboarding, monitoring and evaluation of transport contractors and subcontractors.
• Verify contractor compliance with QHSE, legal, vehicle, driver and customer-specific requirements.
• Conduct contractor audits and inspections.
• Monitor corrective actions through to completion.

Quality, Environmental & Reporting
• Monitor transport service quality, customer complaints, service failures and QHSE-related non-conformances.
• Support environmental controls relating to transport, including:• Fuel efficiency
• Emissions
• Spills
• Waste
• Vehicle leaks
• Environmental incidents

• Compile transport QHSE statistics, dashboards, reports and leading/lagging indicators.
• Identify trends and recommend practical improvement opportunities.

Minimum Requirements
• Matric / Grade 12 – required.
• National Diploma, Diploma or Degree in Occupational Health and Safety, Environmental Management, Transport Management, Logistics, Quality Management or a related field – advantageous.
• Minimum 5 years' QHSE experience, including at least 3 years' practical experience in road transport, fleet, logistics or a similar heavy-vehicle operating environment.
• Practical knowledge of South African transport legislation, including the National Road Traffic Act and applicable Road Traffic Regulations.
• Working knowledge of RTMS and the principles of SANS 1395-1 – advantageous.
• Working knowledge of SQAS and transport/logistics safety and quality assessment requirements.
• Recognised Dangerous Goods Transport qualification/training from an approved training provider.
• Knowledge of vehicle and driver compliance requirements, including PrDP, vehicle licensing, roadworthiness, inspections, load security and driver fitness.
• Experience with incident investigation, root-cause analysis, transport risk assessments, audits and corrective action management.
• Experience with fleet telematics, driver behaviour monitoring, fatigue management and transport safety KPIs – advantageous.
• Valid driver's licence and willingness to travel to transport depots, customer sites and operational locations.
